Pentagon weighs $5 billion loan to AI startup Fluidstack to secure data center supply chains

The U.S. Pentagon is in discussions to lend approximately $5 billion to AI cloud infrastructure startup Fluidstack, in what would be the largest loan ever issued by the Defense Department's Office of Strategic Capital, the Wall Street Journal and Reuters reported Thursday.

The money would not fund a new AI data center directly. Instead, Fluidstack would use the loan to build U.S. manufacturing capacity for the physical components that data centers depend on — power equipment, cooling systems, and networking hardware — supply chain bottlenecks that have become a strategic vulnerability as AI infrastructure demand surges.

Who is Fluidstack?

Founded in 2017 at Oxford University and now headquartered in New York, Fluidstack builds and operates large-scale AI infrastructure including GPU clusters and custom data centers for training and running frontier AI models. The company manages more than 100,000 GPUs and counts Anthropic, Nvidia, Meta, Mistral, Character.AI, Poolside, and Black Forest Labs among its partners.

Anthropic chose Fluidstack to build custom data centers in New York and Texas as part of a $50 billion commitment to U.S. computing infrastructure. Fluidstack raised an $830 million Series A at a $7.5 billion valuation earlier this year. A $5 billion Pentagon loan would be roughly six times that round.

AI infrastructure becomes national security policy

The Office of Strategic Capital provides loans to companies working in areas deemed critical to U.S. national security. Its previous loans have been measured in hundreds of millions. A $5 billion commitment would mark a step-change in scale, reflecting how seriously Washington views AI infrastructure as a strategic asset alongside conventional defense systems.

The potential loan fits a pattern visible this week. Google committed €13 billion to Finnish AI infrastructure on Wednesday. Microsoft mapped a 38-gigawatt data center buildout through 2032. The Pentagon, it appears, is not content to leave the supply chain that enables all of it to the private sector alone.

Talks are preliminary

Neither the Pentagon nor Fluidstack commented on the report. The talks are ongoing, and the size, terms, and structure could change materially — or collapse entirely before any deal is signed. The Wall Street Journal cited people familiar with the matter; no official confirmation has been issued.
