The three companies that make almost all of the world's memory chips — Samsung, SK Hynix, and Micron, together holding over 95% of global DRAM production — have spent the past 18 months quietly redirecting factory capacity away from the RAM in your laptop and toward the high-bandwidth memory (HBM) that feeds AI accelerators. The result: DRAM prices have roughly doubled since early 2025, DDR4 pricing has surged 1,360% since April 2025, and IDC now projects PC shipments will contract 11.3% in 2026 while smartphone shipments fall 12.9%. This isn't a supply hiccup. It's a structural reallocation that analysts say won't meaningfully ease before 2028.

Why manufacturers are choosing AI chips over your RAM

HBM commands three to five times the margin of conventional DDR5 DRAM per wafer. When a factory can produce either a batch of consumer memory selling at commodity prices or a batch of HBM destined for an Nvidia or AMD AI accelerator selling at a premium, the business decision isn't close. HBM's share of total DRAM wafer capacity has jumped from single digits two years ago to 23% today, and industry estimates put AI data centers' total share of global memory chip output — DRAM and HBM combined — at around 70%.

IDC has explicitly labeled this a permanent reallocation rather than a cyclical shortage of the kind the memory industry has weathered before. Cyclical shortages resolve when demand cools or supply catches up within a year or two. This one is different because the demand side — AI training and inference infrastructure — shows no signs of plateauing, and the supply side requires years-long fab buildouts that are only now breaking ground.

What it's already doing to prices

The knock-on effects are showing up in retail pricing across every device category. Average smartphone selling prices have climbed toward $523, the highest on record, and IDC warns that sub-$100 entry-level phones are effectively disappearing from the market this year. Dell, HP, and Lenovo have raised PC prices by an estimated 15–20%, and DRAM spot prices are projected to rise a further 50–55% quarter-over-quarter against Q4 2025 levels.

The squeeze has escalated into litigation: Samsung, Micron, and SK Hynix are now facing lawsuits alleging the three companies coordinated an artificial shortage to inflate prices — allegations the companies dispute, but which underscore how disruptive the price moves have been for downstream buyers with no alternative supplier to turn to.

When does this end

Intel CEO Lip-Bu Tan has said plainly there's no relief until 2028. New fabs from Micron, Samsung, SK Hynix, and TSMC are already under construction, but semiconductor fabs take two to three years to reach meaningful output after breaking ground, and none of the announced expansions will deliver material capacity before late 2027 at the earliest. Even then, the new capacity is likely to be split between HBM and consumer DRAM based on whichever segment offers better margins at the time — which, if AI demand holds, means consumer memory may never fully recover its previous supply priority.

What this means if you're buying hardware now

If you need a new laptop, phone, or gaming PC in the next 12 months, prices are more likely to rise further than fall. Buying sooner rather than later is the rational move if you have flexibility on timing. For anyone speccing out a PC build, budget significantly more for RAM than you would have a year ago, and expect the gap between base and higher-RAM configurations to widen as manufacturers steer buyers toward premium tiers where margins are healthier. For enterprises planning hardware refresh cycles, treat 2026–2027 memory costs as a multi-year budget line item rather than a one-time bump, since the underlying capacity math doesn't resolve on a single fiscal year's timeline.
